Job Description

This Business System Analyst 4 position supports the implementation of an Electronic Health Records (EHR) solution for a Department of Corrections (DOC) facility. The role requires extensive experience in a clinical healthcare environment, familiarity with HL7 standards (V2, CDA, FHIR), and proficiency in business systems analysis best practices. Responsibilities include requirements elicitation, system testing, workflow analysis, and collaboration with clinical staff and IT leaders to translate clinical needs into technical specifications. The position also involves project management tasks related to EHR implementation, maintenance, and ongoing support.

Responsibilities:

- Support the EHR program and Health IT unit in the implementation of the EHR solution.
- Collaborate with clinical staff and IT leaders to translate clinician requirements into specifications for the EHR solution.
- Define Health IT requirements for clinical disciplines aligning with strategic plans and unit mission.
- Perform business analysis on clinical processes, workflows, and related artifacts.
- Contribute to project/program implementation across all phases (initiation, analysis, design, development, testing, implementation, maintenance).
- Implement downtime readiness procedures and internal reporting on system response time and service level agreements.
- Ensure compliance with project management standards and procedures.
- Provide production service and support, and systems administration support.
- Effective problem identification and resolution.

Required Skills & Certifications:

- 4 years of experience in Requirements Elicitation/Documentation/Analysis/Tracking.
- 4 years of experience in Systems/Integration/UAT Testing (planning, execution, resolution, reporting).
- 4 years of experience in Process/Workflow Engineering/Analysis (workflow diagramming, use case documentation, policy/procedure analysis).
- 3 years of experience in Large System Implementation (complex solutions and integrations).
- 4 years of experience with MS Office/365.
- 4 years of experience with Agile & Waterfall Methodologies.
- 4 years of experience in Excellent Verbal/Written Communication.
- Clinical healthcare experience.
- Familiarity with HL7 standards (V2, CDA, FHIR).

Preferred Skills & Certifications:

- 3 years of experience Leading Workgroups.
- 3 years of Health System Experience in a clinical setting, understanding HIPAA regulations.
- 2 years of experience with VITA project standards/requirements.
- 3 years of experience Defining Schedules/Milestones/Metrics.

Special Considerations:

- The work schedule is 4 days/week in the office, with the option to work from home on Tuesdays, Wednesdays, or Thursdays.
- Some day/overnight travel may be required to DOC facilities. Candidate must be comfortable with this travel.
- Candidate must reside in the greater Richmond, VA area.
- Candidate must be a US resident for the duration of the assignment (no offshore contractors permitted).

Scheduling:

4 days per week in the office, with one day of remote work (Tuesday, Wednesday, or Thursday) per week. Specific scheduling will be discussed further.
